It's OK they haven't found the fourth highwayman. If he decided not to continue with the robberies after those deaths, perhaps he deserves to have a new chance at living decently. As Mr Gardiner said, the main culprits for his wife's and the couchman's deaths were caught.
I'm only sad this story is finished. Thanks for working in the epilogue. I look forward to it!
